Design, the Times said, is a more subjective measure that considers how well a museum’s artworks communicate ideas.
The best museums in America do more than offer free, low-cost entry, the newspaper said.
They offer exhibitions and programming, including museum programs, and programs to teach the public about art and culture.
They also offer education and scholarship opportunities.
