A Wisconsin man has been charged in connection with the alleged animal abuse of an elderly man, according to WISN 12 News.
According to the Madison Police Department, the incident happened Sunday afternoon in the 2100 block of East Washington Street.
The Milwaukee County Sheriff’s Office says a witness reported seeing two men being restrained by the elderly man.
The witness says the man’s head and neck were tied and his arms were shackled to a chair.
The two men were being held by the victim’s son.
According a release from the Milwaukee County sheriff’s office, the victims son was able to open the door and tell police he saw the two men tied up.
The man, whose name has not been released, was taken to a hospital and released.
The victim was not injured in the incident.
